The mayuri we have on sa seems better that your bankai mayor.
Healing antidote should do more than just take afflictions away.
Illusion strike seems op even if the rei cost is alot.

Wayy UP

A simple counter for 2 random is terrible. Okay it enables an insta kill that costs every type of rei and has a 3 turn cooldown if it fails...yeah no...

An instant kill that costs 1 of every rei but you need a prep of a counter...and this only works when you have an ally to set up the prep with.

Antidote...it's like a crappy version of Orihime's shield. It's the same cost (specific + random) and removes afflictions for only one turn with no heal...yeah sucks.

TO:KAJ: 20 DD and 15 affliction damage (total) per enemy/ally is decent...but doesn't help his overall UP.

JTR: Costs the same as it's prep and then deals less damage since it's only one enemy...yeah it requires a double specific prep and then costs the same double specific so 4 zans to get an anti-heal skill that deals 20 damage...no bueno.

Overall, he doesn't really do anything great... severely UP. 3/10 for effort

High ranking characters aren't meant to be better than starters. Powerful characters in the show aren't meant to be better than the minor characters too.

Hmmm.....
First off, take off one random reiatsu from Ally Drug, and a cooldown.

Either take off the random from Healing Antidote or make the ally heal some health, maybe 30...

Illusion Strike seems Up because you need the use of Ally Drug, so maybe change one specific to a random (which is not exactly what I'd do) or make it so that it cannot be countered or reflected (exactly what I would do)

I don't have a problem with TO:KAJ. It's okay...

JTR should target all enemies, and make one random enemy ignore Healing effects. Either that or higher the damage to 20 affliction for two turns. 40 damage and no healing during that time seems rather decent for two specific, although I'd go with my first suggestion...
For now he is highly Up, and his insta-kill doesn't really help, considering he needs an ally to prepare it. What if your allies are dead?
7/10 for now.
Hope this helps
